Public administration

24/7 IT security monitoring and incident handling for public administration

Public administration IT systems provide access to citizen services. Their unavailability causes real disruption to government operations and erodes trust.

We provide continuous monitoring, event analysis and incident response under agreed procedures for municipal offices, local authorities and public institutions.

We analyse events from the specialist administrative systems, electronic document management platforms and infrastructure included in the service to identify anomalies, threats and availability issues. Data sources and response methods are tailored to the environment and service criticality.

Enterprise combines 24/7 NOC and SOC operations with visibility of covered assets. Permissions, priorities and times for taking up cases are defined in the service specification.

Our services support compliance with NIS2, Poland’s National Cybersecurity System Act and public sector requirements.

How do we support operational continuity for authorities and public institutions?

24/7 IT security monitoring

We monitor administrative systems, digital services, networks and IT infrastructure in real time.

Event correlation (SIEM/XDR)

Correlation and automated analysis of data from agreed sources help identify threats. The SOC team assesses alert context and acts in line with its permissions and the escalation procedure.

Incident management

Every security event is analysed and handled in line with public sector requirements.

Rapid response and escalation

We respond 24/7 to minimise the impact of incidents on citizen services. Detection time determines the scale of an incident.

Failure to detect incidents threatens public service continuity

In public administration, a security incident directly affects citizen service availability and the operation of public offices.

ePUAP, specialist administrative systems, registers and IT infrastructure are interconnected.
A single event, whether ransomware, an account compromise or an operational error, can bring an authority to a standstill.

The problem is not a lack of tools.
It is a lack of real-time response.

Alerts remain unanalysed, and incidents are detected only when systems stop working or data is compromised.

SOC 24/7 provides continuous analysis of security events and an agreed incident response. Analysts assess context, assign priorities and perform authorised actions to contain threats.

Protecting public registers against ransomware – SOC and Enterprise scope

A ransomware attack on a public office can disrupt resident services, restrict access to specialist systems and expose personal data. Preparation includes detection and incident handling, tested recovery procedures and agreed crisis communications.

With SOC and Enterprise, analysts review agreed data from specialist administrative systems, electronic document management and office infrastructure around the clock. They verify alerts, establish incident scope and perform authorised containment actions, such as endpoint isolation or session revocation, where tools and permissions allow. Enterprise combines this with NOC operations. Times for taking up cases, escalation and communication rules are agreed in the service specification.

Can your organisation detect an incident in time? Find out before an attacker does

In many companies, the problem is not a lack of tools — it is a lack of response. You may not know who analyses alerts at night, how quickly incidents are detected or whether your organisation meets NIS2 requirements. That leaves you without effective control over security. We assess your environment, identify gaps in detection and response, and propose a SOC model aligned with your actual risks.

Public administration

IT incident management in public bodies – why are backups not enough?

Losing access to specialist administrative systems immediately halts resident services and prevents an authority from fulfilling its statutory duties. Unavailable electronic document management blocks document workflows, a tax register outage prevents assessments, and a blocked population register stops certificates and civil status documents from being issued. Each outage causes a direct loss to the local community and creates a risk of regulatory penalties.

Cyberattacks on public administration most often begin with unnoticed infiltration: a phishing message sent to an employee, malware from a compromised attachment or exploitation of a vulnerability in an online public service portal. Backups protect against data loss but do not prevent citizens’ identity theft or prolonged disruption to public services.

Enterprise combines SOC security operations with NOC availability operations. The teams jointly set priorities, perform approved actions and document the incident. This model supports operational resilience; the full organisational, technical and legal requirements are defined separately through GRC.

24/7 IT security monitoring

We monitor the agreed scope of the authority’s specialist systems, networks, servers and applications. Visibility depends on connected sources and telemetry quality; data delivery gaps are identified and handled within the service scope.

Event and alert analysis

Every alert is analysed by the SOC team. We eliminate false positives and identify real threats. Alerts alone do not constitute security monitoring.

Data correlation (SIEM/XDR)

SIEM combines and analyses data from multiple systems to help identify related events. Integrations can trigger approved automated actions. SOC provides rule oversight, context assessment and incident handling within the agreed scope.

Anomaly detection

We identify unusual user and system behaviour — often before it develops into an incident.

24/7 incident response

Following alert analysis, we initiate approved actions to contain the threat. Response priorities and methods account for the impact on services, available permissions and the client’s procedures.

Incident management

We manage incidents from detection to closure, with full documentation and accountability for actions taken.

Questions and answers

Answers to frequently asked questions:

Which packages meet NIS2 requirements for public administration?

Monitoring, NOC, SOC and Enterprise differ in visibility and responsibility for handling outages and threats. The services support monitoring, response, operational resilience and documentation. No plan on its own establishes full organisational compliance; audits, the ISMS, documentation and expert roles are defined within the GRC scope.

How quickly will an authority regain system access after an outage?

Service restoration time depends on the agreed RTO, available backups, recovery infrastructure and system dependencies. NOC oversees backup jobs, while Enterprise includes agreed representative restore tests. Backup storage, replacement resources and BaaS/DRaaS services require a separately defined scope. A response SLA does not guarantee restoration time.

Does protection cover specialist administrative systems and public registers?

Scope may include agreed specialist systems, registers, databases, virtual machines and the entity’s infrastructure. For external platforms such as ePUAP or GOV.pl, monitoring is limited to available integrations and elements under the entity’s control. Backup scope, retention, storage and recovery are defined separately.

What happens if ransomware attacks the authority’s infrastructure?

We coordinate recovery according to the agreed plan and service scope. Backups, retention, immutability and BaaS/DRaaS infrastructure are covered by a separate agreement. Enterprise includes oversight of recovery readiness and agreed representative tests, without automatically providing backup storage.

How is documentation prepared for an NIS2 inspection or audit?

We provide operational reports and records of actions covered by the selected plan. Results of agreed recovery tests supplement these materials. Gap analysis, mapping controls to requirements and support during an organisational audit are delivered as a separate GRC scope.
